Council is a group that meets. Counsel is advice, or to give it. The city council. Counsel the students. Diction as a set is in word choice.
Board versus advice
If you can swap in committee, use council. If you can swap in advice or advise, use counsel. Legal council is the usual miss.
Coarse versus course is another look-alike pair, in coarse versus course. Advise versus advice is in advise versus advice. Grammar overall is in ACT grammar rules.
The bottom line
Group: council. Advice: counsel.
