University middle 50% and direct-admit B-school 50% are different lists. Aim at the program that will actually house you: find your target score.
When to submit
Send a score at or above that program's 50th. Leave it off only if the school is optional and you sit below the 25th: should you submit. Scholarships: scholarships by score.
The bottom line
Look up the business admit page. Treat the university average as background, not the offer you will get.
