When you can skip it
The university's transfer page says test-optional or credit-based admission, and you are over the credit floor. Public ranges are for first-years: public university scores.
When you still sit
Honors, a merit grid, or a campus that wants a test below 24 credits. After high school: ACT after high school.

Read the transfer checklist, not the freshman CDS. Sit only if that university still lists a test for your credit count.
